Summary of Duties:

The Project Controls Cost Engineering Manager drives financial performance across a mid-size Capital portfolio, guiding teams, shaping strategy, and delivering insights that keep projects on track and on budget. Individuals in this role work under minimal supervision of a Sr Project Controls Manager and lead a project or program level controls team which is comprised of direct and matrixed subordinate cost controls practitioners. Project Risk: Complex Portfolio

Essential Functions:

Lead cost planning, forecasting, and reporting across multiple capital projects and programs

Collaborate with project managers, engineers, and finance teams to develop and manage budgets

Analyze performance data (labor, unit quantities, vendor costs) to support decision-making

Prioritize Budget-to-Schedule alignment for greater financial outcomes

Monitor KPIs and trends using dashboards, charts, and reports

Review contractor cost plans and integrate into portfolio forecasts

Provide expert guidance on cost estimating, change management, and financial analysis

Supervise and mentor Cost Analysts and Business Analysts

Develop templates and processes to improve cost control and reporting

Support annual capital planning and alignment with strategic goals

Manage cost data using an EPPM and other approved systems

Oversee consultant contracts and task orders as needed

Ensure timely, high-quality delivery of estimates, forecasts, and reports

Minimum Qualifications:

Bachelor's Degree (Finance, Business, Construction) required OR equivalent combination of training, education and relevant experience may be considered in lieu of a degree.

7 years of relevant prior experience required.

Cost management, estimating, and project controls experience on complex projects in a rail, transportation, or engineering environment.

3+ years in a supervisory role developing and leading direct reports tasked to manage cost control for large capital projects

Proven ability to effectively communicate with varying audiences and stakeholders.

Strong practical project controlling knowledge with high proficiency navigating project controls tools and work processes.

Super-user of MS Excel, SharePoint, Power BI/Access and Primavera/Oracle PPM tools.

Ability to organize and present project portfolio reports, proposals, and other related portfolio information that spotlight cost performance.

Preferred Qualifications:

Graduate Degree

9+ years of relevant experience preferred.

Deep understanding of construction project lifecycle, contract administration, and cost engineering practices

Understanding of railroad business functions, operations, and/or design and construction processes.

Previous railroad, heavy operations, maintenance and renewal for projects or programs in all phases particularly in initiating, design and/or construction phases.

Experience with $50M$500M+ capital projects in rail, transportation, or similar industries

Hands-on experience with data analytics and dashboard development

Six Sigma Black Belt

Work Environment:

Office building environment.

Work in cubicle setting; stand, sit, bend, twist, use file drawers.

Sit at computer to complete assignments, projects, and majority of tasks.

Ability to work under close deadlines.

Occasional travel as needed

Communications and Interpersonal Skills: Must have excellent oral and written communication skills.
