Sr. Administrative Acquisition Support Specialist (Active Secret Clearance required)

Location: Linthicum, MD

*2 days per week onsite*

We have an exciting opportunity for a highly skilled and detail-oriented Administrative Acquisition Support Specialist to join a dynamic team in fast growing company and provide support to our U.S. Air Force/DoD in the Department of Defense Cyber Crime Center (DC3), DC3 Enterprise Management and Resources (ER) Directorate. As a Administrative Acquisition Support Specialist, you will support a full range of administrative functions for the DC3's Program Management Office in the administrative efforts of the (1) Requirements Planning Phase, (2) Requirement Package Development, (3) Produce Reports and Data, and (4) Develop and Maintain Business Rules. All actions shall be in accordance with the (IAW) law, regulation (e.g. FAR, DFARS, AF FAR Supplement ( AFFARS ), applicable instruction (e.g. DoD Instruction ( DoDI ) 500.72, Air Force Instruction ( AFI ) 63-138

Requirements:

  • The right candidate must have an active Department of Defense ( DoD ) Secret Clearance.
  • Must have FAC-C or DAU DAWIA Level 1 Certification in Contracting, Contracting Officers Representative, Purchasing or Program Management and either 24 Business Credits or 4 years of Acquisition experience in the DoD or Federal Government.
  • You have a strong understanding of federal acquisition policies, procedures, and regulations, professionalism, familiarity with military customs and courtesies, organization, proficiency in using acquisition software and tools, excellent communication and interpersonal skills, and work independently and effectively collaborate with cross-functional teams,
  • Ability to multitask, and prioritize workload effectively will be essential to being successful in this role.

Role & Responsibilities:

    • Your primary responsibilities will include but not be limited to ensuring all administrative support efforts are consistent with the governance principles and framework, government statues, policies, regulations, and related guidance.
    • Perform acquisition strategy planning to include assisting and collecting requirement package(s) for contract file from mission partners.
    • Assisting in the development and maintenance of administrative management tools, templates, training and program governance and reporting. Preparing agenda topics; planning, scheduling, and coordinating meetings; preparing and distributing minutes and recording and reporting closure of key initiatives, performing acquisition strategy planning to include assisting and collecting requirement package(s) for contract file from mission partners, source selection support within limitation of the Federal Acquisition Regulation.
    • Apply sound strategies for obtaining quality acquisition data from different sources, integrating and developing actionable information; advise and assist in establishing useful acquisition data collections from existing systems and translate the acquisition data into useable formats (e.g., reports, briefs, etc.) by applying critical thinking, and provide applicable acquisition reports with advising on the acquisition data to analyze: timelines, performance, statistics, workload balancing, trend analysis, and forecasting on an as needed basis.
    • Establish working relationships with stakeholders essential to effective project planning and execution; provide continuous accountability and scheduling coordination with each agency during the project for effective meetings to identify, communicate and resolve any potential problems.
    • Participate in meetings pertinent to the planning of assigned requirement(s); develop, review, and account for the applicable documentation required to execute the acquisition project.
    • Perform reviews and assist in developing Performance Work Statements and Statements of Work with the mission partner.
    • Manage, Schedule, train, assign, report, and track (e.g. Dashboards, Integrated Master Schedules, Calendar Invites, etc.) the organization's acquisition packages using the applicable organizational operating instructions, training and instructions, with continuous accountability and scheduling coordination.
    • Draft acquisition/contract documentation for supported official(s). Documents include, but not limited to, requirement package documentation, Acquisition Strategy Panel (ASP) briefing slides, Acquisition Plan (AP), Business/Contract Clearance form(s), Request for Proposal (RFP), and contract award(s).
    • Provide support in developing and documenting various types of requirements and other information in support of the Mission Partner's acquisition(s).
    • Execute all pre-award and post-award functions with direction from supported official cradle-to-grave contracting, submitting contract file or document(s) as required.
    • Pre-award functions include market research, coordinate with stakeholders (e.g., Small Business Representative), publicizing contract actions, soliciting requirements, and drafting evaluation of offeror's proposal(s), and drafting awards.
    • Meet critical milestones (e.g., package receipt, ESIS, ASP, solicitation, evaluation, award). Post-award functions include contract administration (e.g., exercise of contract options), terminations, and closeout.
    • Meet critical milestones (e.g., provide timely notice and exercise options unilaterally IAW FAR 52.217-9).
    • Assist in the performance of price and cost analysis. Perform contract closeout functions - establish plan to adhere to GAO mandate for contracting closeout.
    • Assist with the administrative duties with maintaining acquisition process and recommend goals to improve acquisition tradecraft to include streamlining process, lead times, on-time award rates, achieve quality requirements documentation, improve performance and drive efficiencies for acquisitions.
    • Assist with the administrative duties with maintaining various acquisition documents such as but not limited to policy, standard operating procedures, governance, and templates. Assist in the administrative duties with business rules, slides and recommend standardized (e.g., SMART START, ESIS, ASP, Contract Court, Annual Execution Review).
    • Serve as an administrative advisor to DC3 management, PMO Team, and other personnel on matters pertaining to improving efficiencies and effectiveness of processes and achieving successful acquisition strategies and administration of post award contracts.
  • Provide feedback to customers and keeps abreast of changing environments and potential shifts in emphasis or other program changes.
  • Prepare and develop correspondence, reports, memorandums, presentations, ready-to-send (RTS) emails, and other forms of communication for distribution across the organization.
  • Review and track requirements utilizing the Air Force Service Management Tool (SMT) and applicable Portfolio dashboards and databases (currently Microsoft (MS) Excel, Access and SharePoint).
  • Maintain and collect acquisition data using different tools and statistical techniques such as MS SQL queries from various databases, such as but not limited to MS Excel, MS Access, SharePoint and data management systems in order to provide accurate and reliable administrative reports (e.g., Requirements, Forecasting and Planning reports, Procurement Acquisition Lead Time (PALT) report, Dashboards).
  • Develop & Maintain Business Rules; assist the organization in administrative actions required to develop and maintain the business rules with improving acquisition tradecraft, processes and standardized in the acquisition process.
  • Market analyses, develop requirements documents, develop Independent Government Cost Estimates (IGCE), develop business case analyses, develop acquisition strategy documentation (procurement planning, PWS/SOW/SOO development), Justification & Approvals, etc., and all other duties as assigned.
