Advance Peace reduces gun violence in U.S. urban neighborhoods by providing transformational opportunities to young men involved in lethal firearm offenses and placing them in a high-touch, personalized fellowship. Advance Peace is a social enterprise start-up created in 2016 by DeVone Boggan, the Founding Director of Richmond’s Office of Neighborhood Safety (ONS). DeVone’s work at ONS has been featured in reporting by CNN, The New York Times, and NPR. Advance Peace’s seed funders include The California Endowment and The Draper Richards Kaplan Foundation.

Position Summary:

The Milwaukee Christian Center's Advance Peace program is seeking qualified candidates for the position of Neighborhood Change Agent for our Milwaukee, Wiscconsin replication site. The Neighborhood Change Agent is a full-time position in our street outreach and services coordination series. Incumbents must exercise discretion and good judgment in working with confidential materials and often function as the first point of contact that members of the community have with Advance Peace Milwaukee. Incumbents provide street outreach and tailored engagement, and services referral on behalf of selected community members. Incumbents also effectively mediate street level conflicts that could elevate to gun violence.


The primary objective of Advance Peace is to reduce local gun violence within a culturally competent and trauma responsive framework. Candidates are expected to represent Advance Peace publicly and should possess a high level of emotional intelligence and be able to effectively engage the public around issues related to gun violence intervention and interruption.

 

The selected candidates will have significant influence over our local success and future direction, so we’re looking for candidates who have a demonstrated track record of exceptional leadership and

teamwork, as well as analytical and strategic thinking skills. This is a full-time role reporting directly to the Advance Peace Local Strategy Manager . Neighborhood Change Agents must be residents of Milwaukee, Wisconsin and will be expected to travel outside of the city from time-to-time.

Requirements:

Selected individuals must meet the background screening and requirements applicable to all persons who provide and coordinate outreach services as a Neighborhood Change Agent (NCA). Selected individuals must abide by all Advance Peace policies and procedures applicable to persons who will have contact with selected outreach individuals. This shall include, but not be limited to, all laws, rules, and regulations regarding the confidentiality of client information.

EXAMPLES OF DUTIES (Illustrative Only)

Essential duties may include, but are not limited to, the following:

1. Assists in the development, implementation, and refinement of protocols for addressing and reducing community conflict associated with gun violence.

2. Assists in mediating high level street conflicts, and referring and guiding selected residents

through the processes of social, behavioral, educational, employment and other various support services, etc.

3. Provides case management and maintains constant community presence by conducting daily outreach to individuals involved in gun related conflict, their friends, associates, and families; share information about available services and resources; work to ensure community knowledge of Advance Peace activities.

4. Meet with team on a daily/weekly basis to share contacts, outcomes and ensure that all clients are being appropriately served.

5. Assists in the development and maintenance of appropriate participant documentation, record keeping, and program assessment and refinement with special attention to confidentiality concerns.

6. Develop relationships for the purposes of referral with service delivery providers, particularly education, behavioral health and employment and training agencies and resources.

7. Establish relationships with community, faith-based and governmental organizations with interests in addressing gun violence and providing opportunities for those involved in gun violence.

8. Translate work related issues and material into understandable written and oral formats; communicates clearly, can compose, and organize timely and informative weekly and monthly reports.

Follows-up on participants at specified intervals to ascertain programming status, challenges, outcomes, and opportunities in real time.

 

10. Conducts and makes presentations at participant orientation sessions, explains related program resources and requirements, can communicate with and makes presentations to a variety of community members, government and business groups and other various community stakeholders, can organize and conducts relevant meetings, prepares meeting materials and minutes.

MINIMUM QUALIFICATIONS

• Commitment to social and restorative justice

• Commitment to the goals and values of Advance Peace

• 3-5 years without negative law enforcement contact; no probation or parole violations

• Deep Relationships in and knowledge of community of focus, and ability to negotiate and navigate across community/geographical lines effectively/safely

• Demonstrated strong interpersonal skills, specifically as it relates to effectively working with diverse groups of youth, young adults, community, and public system stakeholders

• Ability to document process and outcome data per program protocols

• Demonstrated strong verbal communication skills

• Demonstrated effective conflict prevention, conflict de-escalation, and conflict resolution skills

• Ability to work with a team in addressing individual needs

• Ability to work professionally and ethically in a multi-cultural team setting

• Ability to maintain a high level of confidentiality

• Ability to work a flexible schedule, including evenings and weekends • Highly organized

• Must be able to prioritize and handle multiple tasks

• High School Diploma or GED

• Valid Wisconsin Driver’s License

• Reliable Transportation and current auto insurance

• Ability to pass a Drug Test

Ideal Candidates will also possess the following :

• Understands public health models of violence prevention/intervention as demonstrated by two

(2) years of prior related experience

• Prior experience with the law enforcement system, e.g., firearms or gang activity related convictions

• Two years demonstrated effective work in communities with high-risk individuals and/or intensive youth development related programs

EDUCATION AND EXPERIENCE

Neighborhood Change Agent : Equivalent to graduation from high school and two (2) years of violence prevention/intervention (interruption) experience and/or community development


(organizing/engagement) experience. The ideal candidates will have 1-2 years collegiate experience.

 

LICENSES AND CERTIFICATIONS

Must possess a valid Wisconsin Driver’s License

PHYSICAL DEMANDS

1. Requires sufficient mobility to work in a neighborhood/community (street level) setting as well as a typical office setting.

2. Express or exchange ideas by means of the spoken word to impart verbal information to clients or to the general public and to convey detailed spoken instructions to other workers accurately and quickly.

3. Sufficient vision to read printed materials, and hearing and speech sufficient to exchange information in person or over the telephone duties also require mobility to attend meetings during the day or evening.

4. Must be able to withstand diverse environmental conditions. Meet routine deadlines with sufficient lead time; handle variance in work volume seasonal and predictable; priorities can be anticipated, and some interruptions may occur; have advance notice on inconvenience and travel; involves occasional exposure to demands and pressures from persons other than immediate supervisor.
