Description:

The Navigation Program Manager supports the Cocoon House Navigation program, working with young adults ages 18-24 to prevent and resolve homelessness. This position leads the Coordinated Entry team and SDG Prevention Navigator and maintains a small caseload of young adults while monitoring and ensuring the appropriate use of client flex funds. The Navigation Program Manager oversees all program elements, including eligibility and funder requirements, accurate and complete documentation, data completion, reporting, and staff support. This position will coordinate with program staff and agency leadership to ensure accurate and grant-eligible distribution of funds. The Navigation Program Manager will support staff through challenging situations and help identify and implement creative resolutions to homelessness.

Navigation Program Manager Duties & Responsibilities

Full-Time | On-site

Wage: $24-$27/hr | +$1.50/hr pay differential for multi-lingual skills with additional paperwork

This position requires a typical work schedule of Monday through Friday, with flexibility to work evenings and weekends when necessary. Though flexibly scheduled, work weeks typically do not exceed 40 hours weekly.

  • Receive and direct referrals from multiple sources and coordinate with Navigation staff, ensuring response within a reasonable timeframe.
  • Assist staff in navigating challenging cases and situations, including emergency consultation. Maintain working knowledge of eviction prevention, notices, resolving conflicts in housing, and understanding lease agreements.
  • Ensure all grant requirements and outputs are met and documented accurately and thoroughly, including files and data entry. Support regular file audits to ensure compliance.
  • Collaborate with other Cocoon House programs, law enforcement, resource centers, schools, churches, detention centers, and other organizations to identify and target young adults and families needing applicable services.
  • Support the development of the Snohomish County Youth and Young Adult Coordinated Entry system, including creating and maintaining a sustainable regional CE structure.
  • Attend meetings with the County and partner agencies to maintain communication, stay current on funding requirements, and coordinate efficient service delivery.
  • Meet with young adults experiencing homelessness throughout Snohomish County to enroll in Coordinated Entry. Maintain a small caseload of Coordinated Entry clients and provide case management to connect households to resources and housing.
  • Inspire and motivate team members and use a strengths-based approach
  • Attend internal and community meetings and trainings as needed.

Requirements:

General:

  • Spanish-speaking/multi-lingual preferred.
  • High School Diploma or GED required with a minimum of one year working directly with young adults experiencing homelessness or any combination of experience and education that support the needs of the position. Preference will be given to candidates with lived experience.
  • Open commitment to serving, supporting, accepting, and collaborating with individuals of all races, ages, genders, backgrounds, political opinions, beliefs, sexual orientations, criminal histories, citizenship or marital statuses, and religious beliefs. Special consideration is given to applicants with a demonstrated history of supporting and advocating for the LGBTQ community, women, people of color, immigrants, or other historically marginalized or persecuted groups.
  • Strong and effective communication skills to foster open, trusting relationships with clients served as well as other Cocoon House staff, service partners, and donors at all levels.
  • Must be proficient in crisis intervention/de-escalation to provide proper care to youth and young adults who are experiencing trauma or are in crisis. Ability to effectively assess situations and access emergency services when appropriate
  • Must be 21 years of age or older.
  • Possess a valid Washington State driver's license, insurance, and reliable transportation.
  • Clear background check with DCYF.
  • Must have excellent organizational skills. Possess basic data recording skills and record keeping.
  • Possess knowledge of street culture, adolescent development, trauma-informed care, and strengths-based approaches.
  • Knowledge of community resources and case management skills. Must have good organizational skills and the ability to communicate with members, clients, vendors and the public.

  • Ability to operate phone, computer, and record information for files and logs
  • Must be able to lift up to 50 pounds
  • Ability to travel for various distances through urban or rural environments in various weather conditions
  • Must have ability to run up and down indoor and outdoor stairwells in case of youth emergency.
