Description

The Community Housing Manager is responsible for providing management and supervision of Outside In's voucher, scattered site, and site-based housing programs. This includes development and implementation of housing programming, management of program budgets, management of grants and rental/utility subsidies, and audit coordination and preparation. The position is also responsible for supporting the effective utilization of harm reduction, positive youth development, motivational interviewing, and trauma-informed care throughout the Youth Department.

The Community Housing Manager is responsible for the development, evaluation, and coordination of the following programs :
  • Rental assistance funds disbursement
  • Permanent Supportive Housing (PSH) vouchers
  • FUP/FYI vouchers
  • Community Housing Navigation and staff support
  • Other projects related to housing support services.
The Community Housing Manager is responsible for:
  • Providing support for program services.
  • Support the effective utilization of harm reduction, positive youth development, motivational interviewing, and trauma-informed care throughout the Youth Department.
  • Develop and sustain effective working relationships with partner and other community organizations.
  • Integrate the program offerings with other Youth Department and agency services, and community resources when possible.
  • Serve as a member of the Youth Service Department and agency coordination teams to integrate programs and coordinate services.
  • Provide crisis response and support for other crisis responders.
  • Provide after hours support to the Youth Department on a rotating basis.
  • Oversee smooth function of the material and system operations of the program.
  • Monitor budgets and complete reporting in a timely manner or delegate as appropriate.
Essential Duties

Program Planning
  • Plan housing services as well as improvements for programs to meet the desired outcomes stated in contracts.
  • Evaluate, on a regular basis (at least quarterly), program service effectiveness at achieving contracted outcomes.
  • Monitor and disburse, as needed, resources accessed through the program.
  • Work with the team of program staff to evaluate team function and implement program changes.
  • Participate in both overall agency planning, Continuum planning, and community planning, including coordination and integration of program elements.
Policy and Procedure Development and Update
  • Assist in developing, updating, and maintaining program expectations and operational policies and procedures for the program.
  • Review safety practices in the program with the Youth Department Director, other members of the Youth Department Leadership Team, and the Agency's Safety Committee to ensure that safety standards are met and maintained.
  • Maintain workflow of enrolling clients in funds and collecting and completing enrollment paperwork
Continuum and Community (External) Coordination
  • Participate in community/partner meetings, including regularly scheduled Continuum team meetings and work groups, to represent Outside In.
  • Represent Outside In professionally at meetings of community service providers and funders.
  • Promote and maintain favorable working relationships with outside agencies to ensure coordination of services. Specifically, coordinate with the Access Center regarding referrals, assignments, and closures; and all partner agencies regarding case management and housing capacity.
  • Coordinate with community resources to remove barriers and enhance youth's opportunities for housing success.
  • Represent Outside In, the program, and client needs at interagency meetings.
  • Keep informed of community services and youth issues and oversee that updated information is available to all staff.
Agency and Department (Internal) Coordination & Integration
  • Support program integration with the other Youth Department Programs.
  • Participate in regular meetings including Youth Department Leader Meetings, weekly Program meetings, and monthly Department meetings.
  • Assist in facilitation of Department and Program Meetings.
  • Support youth rent assistance plans as created with various staff throughout the Youth Department.
  • Support program staff in maintaining a healthy program environment and building youth's life skills.
  • Work with Transition Services Manager to coordinate client housing goals and plans.
  • Coordinate with other Youth Department programs and the Clinic to support smooth coordination of services, enhance youth opportunities, and remove barriers to youth success.
  • Work with agency staff to coordinate and integrate program services throughout the agency.
Crisis Counseling
  • Provide crisis counseling services to clients as needed.
  • Share information about each intervention with the client's Case Manager and/or Contact Person when appropriate, and participate in case planning to manage future crises when possible.
  • Utilize harm reduction, motivational interviewing/stages of change, trauma informed care, and youth development philosophies in problem solving to support staff to assist clients to identify healthier options.
  • Coordinate with Outside In Mental Health Resources, Project Respond, Crisis Triage and other services as needed.
  • Provide after hours crisis support to the Youth Department on a rotating basis.
Support Youth Participants
  • Build positive relationships with youth through role modeling.
  • Work with youth and staff to determine housing options that best fit client needs
  • Provide back-up support to staff in interacting with youth and addressing youth needs and concerns.
  • Participate in crisis planning and crisis intervention, which may include after hours contact on an as needed basis.
  • Assist staff in monitoring youth compliance with program agreements.
Data, Reporting, and Service Documentation
  • Maintain accurate and timely documentation of all services and interventions.
  • Work with staff to ensure that services are documented to meet all program and funder requirements.
  • Complete all required service and data reports in a thorough and timely manner.
  • Collect and review all rental assistance and voucher paperwork
Quality Assurance and Oversight Services
  • Observe Youth Department Philosophy and Policies.
  • Develop and maintain internal administrative policies, procedures, and records to ensure quality services provided to youth.
  • Monitor progress of Youth Department to ensure contractually agreed upon service levels, goals and objectives.
  • Ensures service records to meet State ORS and ISSR standards.
  • Provides training to Case Managers and other staff to meet documentation standards that apply to housing options.
Program Operation & Budget Management
  • Assist in providing material and operational support in programs.
  • Monitor program budgets.
  • Approve requested expenditures with available budget.
  • Assist in annual budget planning process.

Education/Experience
  • Proof of COVID-19 vaccination status or approved medical or religious exception on file is required.
  • Bachelor's level education preferred but not required.
  • At least 2 years project coordination and/or supervision experience;.
  • At least 5 years of experience in mental health and/or substance use treatment, homeless populations, and at-risk transition age youth / adolescents.
  • Excellent communication skills.
  • Excellent crisis intervention skills.
  • Knowledge and experience working with community resources.
  • Knowledge of clinical and housing documentation requirements.

This job includes working in a standard office environment, drop-in program, as well as a variety of community locations to support effective program operation. This role can also partially be remote from home.
Physical Requirements

The employee is occasionally required to stand and walk. The employee must frequently lift and/or move up to 20 pounds.
